However, it is important to note that for greater participation of LAGs in implementing rural development policy in Serbia a number of assumptions should be fulfilled: (1) strengthening the number and capacity of socio-economic of citizens' associations, clusters, cooperatives, agricultural companies and other potential members of LAG (2) creation of more favorable economic climate/environment for bigger investment in agriculture, primary processing and many other activities associated with agriculture, which can be successfully realized in rural areas of Serbia. In the period 2014 to 2020, intermediate and predominantly rural NUTS2 regions in eastern European Member States (EU9) and those regions in southern European Member States (EU7) with high agricultural employment rates are likely to be the main recipients of around of 80% of cohesion funds. This paper contrasts the economic prosperity and employment situation in rural and urban NUTS2 regions of the EU and, in the context of the findings of the EU Framework 7 project ‘RuralJobs’, argues that rural development actors should look beyond CAP funding and adopt an integrated approach which better mobilises Structural Funds, and national and private sector funding, to promote rural employment creation and economic prosperity."}},{"node":{"title":"Evaluation of investment support in rural development programmes: results for selected measures","slug":"evaluation-of-investment-support-in-rural-development-programmes-results-for-sele","author":[{"name":"Karl M. Their estimation has to rely on assumptions which may influence the results substantially and render them incomparable across measures. This caveat applies in particular in respect of net effects and of periods in which market prices fluctuate. The estimated effects of investment support measures can be used for benefit-cost analyses to compare the performances of measures. In the mid-term evaluation of the Austrian RDP these performances were found to differ widely. Using net (rather than gross) effects is likely to decrease the reliability of performance estimates but did not change the ranking of measures. Due to its positive effect on Gross Value Added, investment support renders private investments profitable and can be a profitable investment on its own. However, government intervention is justified only by the promotion of public rather than private goods."}},{"node":{"title":"MODROL: an econometric model for analysing and forecasting the impact of the EU CAP instruments on Polish agriculture","slug":"modrol-an-econometric-model-for-analysing-and-forecasting-the-impact-of-the-eu-ca","author":[{"name":"Jan Gadomski"},{"name":"Jan W. The basic assumptions in constructing the model was that it be kept possibly simple and be based on empirical data rather than on some overall theoretical structure.\nThe results reported show that there has indeed been a significant impact from CAP on those agricultural markets, for which statistically significant models could be identified (cereals, meat, with subdivisions). Yet, this impact is of quite a differentiated character. Summarising, two important conclusions were drawn:\n(1)\tdue to CAP-related direct subsidies the revenues from farming have been considerably higher than without, which resulted in maintenance of farming activities within quite a proportion of farms and on quite a share of agricultural land; and (2) this increase of revenues was often associated with the increase of prices. The essential consequences of application the CAP instruments pertain then to:\n(i)\tpreservation of farming activities, but also preservation of the largely non-competitive and subsistence structures; (ii) while this might be seen as a by-product of effective “decoupling”, and, also in positive terms, as environmentally plausible, (iii) it certainly poses problems as to the true-to-life economic and social sustainability of farming, especially under changing conditions."}},{"node":{"title":"HNV farming in the area of the Radan mountain and the role of agri-environment payments","slug":"hnv-farming-in-the-area-of-the-radan-mountain-and-the-role-of-agri-environment-pa","author":[{"name":"Vesna Popović"},{"name":"Bojana Bekić"}],"volume":{"name":"Volume 9","year":2012,"no":9,"title":"Rural development policies from the EU enlargement perspective","editor":[{"name":"Drago Cvijanović"},{"name":"Zbigniew Floriańczyk"}],"slug":"volume-9"},"pageFrom":67,"pageTo":88,"pdf":{"url":"https://www.datocms-assets.com/20305/1580481409-2012-rad-09-05-popovic.pdf","title":"2012-RAD-09-05-POPOVIĆ"},"abstract":"EU CAP reform after 2013 envisages strengthening of agri-environment measures of support, tailored to local specificities, in particular HNV areas and Natura 2000 cites. Thus it became eligible for the EU funds towards rural development. The programmes related to the EU rural development policy are complex. They involve planning numerous measures for a multi-annual implementation. Polish experiences with the implementation of EU co-financed programmes targeted to the development of rural areas show that the reallocation of funds between measures and regions is an effective tool for increasing the total financial absorption. The constant growth of the demand for the organic products in the world points to the fact that this method of production can be extremely profitable if natural resources, knowledge and productive experience are used in the right way.\nMost of natural meadows and pastures in Serbia are situated in hilly and mountainous areas. Agricultural activities were extinguished due to the depopulation trend. Therefore the development of intensive production wasn’t achieved.\nThe aim of this paper is to point out the possibility and perspective of livestock development, according to the existing conditions, and the necessity of realization of planned investment programs on the state level. Also, its aim is to underline the possibility of development of organic production in rural areas. Considering the preservation of nature and existing economic aspect, there are possibilities for organic production of meat, milk and dairies. The results of statistic data of live-stock fund are also presented in this paper, as well as percentile share of meadow and pasture participation in total usage of agricultural areas in the counties of the Republic of Serbia.\nThe Law of organic production and related regulations were adopted by the state and subsidies for the production of this type were given as well. As it bases on the principles of natural resources' sustainable use, protects the population health and leads to an economic strengthening of rural areas, the organic agriculture can be successfully related to rural areas' sustainable development concept, which was the goal of the paper. The paper was structured in three parts. In the first part was discussed on the sustainable development concept, from the aspect of sustainable agro-rural development catalyst. In the second part of the paper was pointed out to the concept of agrarian policy in the European Union, which was having a mutual effect on pressing forward the organic production and sustainable development during last years. Then was given a review of the structure in the Republic of Serbia, through it came to a conclusion that our country did not have satisfying rural economy, while the economic structure depended a lot from the primary sector, which has been still based on the primary resources' exploitation and high rate of poor rural population. In the third part of the paper was given the analysis of areas under the organic production in the world, and then was presented a proportion of these areas in some countries of the European Union, and finally was given the review of the state in the Republic of Serbia. Many indicators were introduced to assess the effectiveness of the Common Agricultural Policy (CAP) and Rural Development Policies (RDPs), and their role on the convergence process of the EU members, but a shared definition of rurality is still missing.\nThis paper offers a methodological contribution towards the identification of rural areas and the assessment of the changes occurred during the EU membership, with particular attention to the CAP contribution, in Hungary. Applying explorative techniques belonging to multivariate statistics and stepwise econometrics to a set of relevant variables, clustered maps of the changes occurred in the Hungarian agricultural and rural areas before (2003) and after (2007) the EU enlargement are provided. Their complexity and effect upon individual and overall human development are increasingly deep as several inequality risk sources are cumulated. There is a well-known mutual driving effect that the economic inequality causes have upon social in-equality, the reciprocal being also valid. The present study attempts to identify the main inequality sources in the Romanian rural area: the demographic disequilibria in the first place, followed by the territory technical infrastructure, economic development of the area that provides occupational opportunities, social infrastructure and appetence for investments. We propose a theoretical methodology for the aggregation of rural inequality indicators, which enables grouping the communes from Romania into three clusters, depending on the cumulated intensity of the manifestation of factors that describe and/or condition the socioeconomic inequalities."}},{"node":{"title":"Rural and agricultural policy in Bosnia and Herzegovina and the EU CAP: development in line with moving targets","slug":"rural-and-agricultural-policy-in-bosnia-and-herzegovina-and-the-eu-cap-developmen","author":[{"name":"Guna Salputra"},{"name":"Emil Erjavec"}],"volume":{"name":"Volume 9","year":2012,"no":9,"title":"Rural development policies from the EU enlargement perspective","editor":[{"name":"Drago Cvijanović"},{"name":"Zbigniew Floriańczyk"}],"slug":"volume-9"},"pageFrom":215,"pageTo":227,"pdf":{"url":"https://www.datocms-assets.com/20305/1580481415-2012-rad-09-14-salputra.pdf","title":"2012-RAD-09-14-SALPUTRA"},"abstract":"Bosnia and Herzegovina (B&H) is a potential candidate country for European Union (EU) accession, however, the situation is dynamic and tasks are complicated. EU Common Agricultural Policy (CAP) has been reformed by the permanent process and further reforms are planned for the period 2014-2020. B&H has to define its priorities and to develop the unique strategy for their own rural territories and agricultural sector; and at the same time to take into account the potential future framework of CAP. Therefore the problematic challenge is  to set a consistent policy developed according to strategic needs of Bosnia and Herzegovina and at the same time to proceed with the EU accession process taking into account potential implications of policy reforms. The purpose of this paper is to analyse development of agricultural and rural policy in B&H within the context of CAP after 2013, to draw up financial implications of potential accession of B&H into the EU in terms of rural and agricultural support and to analyse potential integration and competitiveness of agricultural sector in EU common market. Results allow concluding that B&H strategy in the context of evolving CAP and EU enlargement is pragmatic; however, there could be unexpected effects from harmonizing direct support measures in entities. For food producers in Serbia the process of trade liberalization is  a tough competition. We are trying to highlight the interrelationship and interdependency between regional and rural socio-economic developments."}},{"node":{"title":"The economic results of organic agricultural production activities and the prospects for the development of organic farming in Poland","slug":"the-economic-results-of-organic-agricultural-production-activities-and-the-prospe","author":[{"name":"Marcin Żekało"}],"volume":{"name":"Volume 9","year":2012,"no":9,"title":"Rural development policies from the EU enlargement perspective","editor":[{"name":"Drago Cvijanović"},{"name":"Zbigniew Floriańczyk"}],"slug":"volume-9"},"pageFrom":291,"pageTo":303,"pdf":{"url":"https://www.datocms-assets.com/20305/1580481418-2012-rad-09-19-zekalo.pdf","title":"2012-RAD-09-19-ŻEKAŁO"},"abstract":"Despite the continuous increase in  the  number  of  organic  farms and in the areas in which organic methods are  used, organic farming remains a niche sector, not only in Poland but also in other European countries. Nevertheless, a form of organic farming can still be attractive for part of farmers, particularly in view of the continuing financial support for this sector. This paper presents the state of organic farming in Poland and the production and economic conditions of agricultural production using the example of major agricultural production activities in organic farms. The results based on Agricultural Products Data Collection System AGROKOSZTY shows that the organic agricultural production is profitable and economically justified. In comparison with conventional production the low level of direct costs in organic production leads very often to higher level of gross margin from particular agricultural activities. The combination of low level of total costs and financial support for organic production gives organic farmers the higher level of income from each studied activity. The production capacity is limited but the production results seems to be not that important in organic farming than the balance between economic results, social conditions and environmental requirements."}},{"node":{"title":"Evaluation of economic sustainability on the agricultural husbandries in the Upper Danube region","slug":"evaluation-of-economic-sustainability-on-the-agricultural-husbandries-in-the-uppe","author":[{"name":"Marko Jeločnik"},{"name":"Lana Nastić"}],"volume":{"name":"Volume 9","year":2012,"no":9,"title":"Rural development policies from the EU enlargement perspective","editor":[{"name":"Drago Cvijanović"},{"name":"Zbigniew Floriańczyk"}],"slug":"volume-9"},"pageFrom":305,"pageTo":324,"pdf":{"url":"https://www.datocms-assets.com/20305/1580481418-2012-rad-09-20-subic.pdf","title":"2012-RAD-09-20-SUBIĆ"},"abstract":"At the end of the XX century, in the countries with developed market economy is more and more present the assertion that beyond its fundamental function (production of food and fibbers), agriculture can create landscapes, manage to the non-renewable natural resources and environmental protection, and can also contribute to the socio-economic development of the rural areas. Within the European Union countries (EU), rural policy as a starting point has renewal of all links between agriculture and nature in order to secure sustainable development, protect the agro-environment and preserve the food quality and safety. Based on that, the concept of agriculture sustainability was developed (or bio-economy), integrated into the concept of sustainable development of the whole economy.\nSurvival and development of modern agriculture have found at crossroad, faced with the essential requirements of economic and environmental efficiency achievement, in other words profitability of production with minimal risk of environment damage. The process of EU enlargement and perspectives for Serbia, which derive from that, refer to the fact that in future development of domestic farms, business economics will occupy one of the crucial positions. Accordingly, the manager of agricultural husbandry must use appropriate methods, techniques and models for economic sustainability of agriculture evaluation, in order to be sure that financial assets of the farm are correctly invested (that they will achieve the best results).\nAccording the importance of natural resources, significance of agriculture, as well as strategic priority of its effectiveness and sustainability for the development of the Upper Danube region (in other words Sombor city and Apatin and Bač municipalities)1, therefore in this paper evaluation of economic sustainability on the family husbandries within the aforementioned protected zone in the Republic of Serbia was presented. Considering microeconomic character of this work, the IDEA methodology (Indicateurs de Durabilité des Exploitations Agricoles)2 was used."}}]}},"pageContext":{"slug":"volume-9"}},"staticQueryHashes":["2036182386","3000541721"]}
